Forest have won at Anfield in each of the past two seasons and deservedly progressed past the Swiss winger after a lively start.
Morgan Gibbs-White passed the ball to Ndoye in the corner of the penalty area and he fired a low shot past Alisson and into the goal.
Forest did not score any goals under new coach Oliver Glasner in successive defeats against Leeds last week.
Liverpool, who brought on Alexis McAllister for Ryan Grafenbrech, failed to test Matz Sells in the first 25 minutes.
